Functions of PPOMU

      The PPOMU functions as the Monitoring & Evaluation (M&E) wing of the State Government anchored by Finance Department and plays a pivotal role in performance measurement and outcome evaluation of major government schemes and programmes of the State. It also complements the existing performance budgeting functions for the schemes bringing in the much needed focus on ‘results’ of the scheme. The unit is also involved in assignments aimed at facilitation of knowledge sharing, collation of knowledge through documentation, guiding activities aimed at training, capacity building, and providing hand-holding support for outcome and impact assessment, outcome budgeting, knowledge storing, retrieval, and management. Its activities include :
      • Defining M&E Framework
        • One of the core functions of the unit is to define monitoring and evaluation (M&E) framework detailing (i) indicators to be measured, (ii) timeline, and (iii) tools to be used for doing so for various major schemes. These take into account good practices in evaluation and assessment of schemes including that of World Bank, DFID, OECD and other international agencies.
      • Facilitating M&E Activities.
        • The PPOMU is responsible for managing and overseeing concurrent M&E activities. In doing so, the unit ensures that activities undertaken are articulately planned to avoid any kind of duplication of effort with the respective departments. All M&E activities are aligned to facilitate refinement of outcomes or outputs within the Outcome Budgets of the respective departments. Given the nature of work, the unit carries out such activities by outsourcing the same to an external agency in addition to internal support provided by the team members.
        • Periodic Monitoring: The PPOMU facilitates periodic monitoring of flagship schemes on a regular basis to review performance against identified indicators. The monitoring activity is primarily based on existing data/information available with the key departments or implementing agencies managing the concerned flagship schemes.
        • Evaluation: The PPOMU undertakes different types of survey-based evaluations including baseline, mid-term and end-term as per programme implementation timeline. The scope of such evaluations is to primarily assess the results of processes and activities based on stakeholder analysis (including target beneficiaries), and feedback (such as on the cost-benefit analysis of the scheme, service delivery mechanism and quality of services).
        • Impact Assessment: The PPOMU commissions assessments focused on measuring the impact of particular schemes/programmes beyond the intended outputs and outcomes. Such assessments include studies which are undertaken on intermittent basis and allows reviewing the social, economic (cost-benefit analysis), environmental, regulatory, integrated and learning (best practices) impact of the scheme implementation mechanism. Such assessments also facilitate evaluation of necessary aspects which impact the design, implementation and sustainability of a scheme and focus on identifying practices which may be replicated for improving scheme performance.
      • Supporting Preparation of Outcome Budget
        • The PPOMU provides hand-holding support for outcome budgeting in terms of adoption and mainstreaming of emerging tools and techniques for measuring and improving performance. In particular, the unit assists departments in preparing realistic outcome budgets, set up monitoring systems to assess the progress and identify course-corrections for achieving targets.
      • Documentation and Data Repository
        • The PPOMU is entrusted to carry out documentation of all the M&E activities and maintain a repository of essential data on outcome and output indicators. Subsequently, these reports and data are made available to all the concerned officials or group of officials identified, within the respective departments for perusal, decision-making and revision of outcome budgets in line with results achieved.
      • Information Dissemination
        • The PPOMU is actively involved in organizing Information Dissemination Workshops facilitated by the Finance Department. These workshops act as common platforms to disseminate.
          • 1-Sharing of information on outcome and output-linked achievements of different departments;
          • 2-Showcasing best practices identified under different flagship programmes within the state;
          • 3-Developing a web portal/ MIS which will act as a digital library for the above mentioned information. This web portal will provide necessary information access to all the concerned departments and key stakeholders.

      • Procurement Support
        • The PPOMU undertakes procurement of services for conducting and contracting services of external agencies/individuals who are involved in undertaking the M&E and assessment activities.
