      • Evaluation of Rural Piped Drinking Water Supply Scheme in Odisha.
        • The Panchayati Raj and Drinking Water Department, Government of Odisha through Rural Water Supply and Sanitation (RWS&S) is mandated to provide safe and adequate drinking water to rural people. There is also an ambition to go up in the drinking water security ladder and move towards household connections through PWS. In this context, the Finance Department, Government of Odisha had commissioned a study to NABCONS to carry out an independent evaluation of the rural piped drinking water supply scheme in the state. The independent evaluation aimed at providing unbiased research and evidence based views on the effectiveness of the scheme on critical parameters of performance and impact on intended beneficiaries, and suggested policy inputs to improve performance of the scheme.
      • Performance Monitoring and Impact Assessment Study of Social Security Pension Scheme in Odisha.
        • A comprehensive evaluation of the performance of six social security schemes namely IGNOPAS, IGNWPS, IGNDPS,NFBS, Annapurna Scheme and MBPY was carried out across the state of Odisha in order to develop insights for future policy initiatives. Its scope of enquiry revolved around effectiveness and efficiency in implementation of social security pension schemes including targeting and enlisting of beneficiaries, disbursement of pensions, and communication strategies adopted at various stages of scheme implementation. Technical assistance was provided by PPOMU to the SSEPD Department and AMS, Lucknow was selected as the Consultant to carry out the study.
      • Rapid Assessment of e-Vidyalaya project under ICT@School scheme.
        • The School and Mass Education (S&ME) Department, Government of Odisha, through the Odisha Madhyamik Sikshya Mission (OMSM) had taken the initiative to integrate technology in teaching and learning process through ICT@School scheme for students of Class IX and X across 4,000 government and government aided high schools in the state in Phase I on a Build Own Operate Transfer (BOOT) mode over a period of five years. The ICT@School scheme is being implemented through Odisha Knowledge Corporation Limited (OKCL) by selected vendors, viz. IL&FS and TCIL. In this background, the Finance Department, Government of Odisha sought to conduct a rapid assessment of the scheme implementation in 400 sample schools in seven sample districts with a view to point out gaps in scheme implementation, if any, which could be used by the S&ME Department in future for more efficient and effective implementation of the scheme in the state. The assessment focussed on physical reporting of ICT laboratories including functionality of equipment’s, specification verification of equipment’s in the ICT laboratories, class room transactions, teachers’ perception and students’ views.
      • Rapid Assessment of Telemedicine Programme through Orissa Trust of Technical Education and Training (OTTET).
        • Telemedicine has been crafted as an innovative mechanism of procedural dialogue between the care-seeker and a care-provider. Based on the objective to provide basic healthcare facilities to the Indian rural population using technology, the Health and Family Welfare Department, Government of Odisha roped in the services of the Orissa Trust of Technical Education and Training (OTTET), Bhubaneswar, to provide health services to 51,000 villages across the state. TARU Leading Edge Pvt. Ltd., Bhubaneswar was engaged to carry out the rapid assessment of Telemedicine Programme through OTTET. The rapid assessment study aimed at capturing, various nuances of the Telemedicine Program, qualitative and quantitative, trying to see the viability and asses the sustainability (economic and social).
      • Impact Assessment and Lessons Learnt Study - Odisha Tribal Empowerment and Livelihoods Programme(OTELP).
        • The Odisha Tribal Empowerment and Livelihoods Programme (OTELP) was launched in the year 2003 to address poverty, food security and rights of tribal population of the state. The goal of the programme was to ensure that the livelihoods and food security of poor tribal households are sustainably improved through promoting a more efficient, equitable, self-managed and sustainable exploitation of the natural resources at their disposal and through off-farm/non-farm enterprise development. The study was undertaken by NRMC to evaluate the impact of OTELP in terms of direct and indirect outcomes and impacts and assess the effectiveness of complete range of OTELP’s interventions and institutions on the resources, lives and livelihoods of the target communities especially the poor in the programme areas.
      • Evaluation of Distribution of Free Bicycles to Class X Students.
        • This study has been taken up by the PPOMU to examine the outcomes of the schemes in terms of educational achievements and related aspects. The outcomes of the study will be helpful for the Government to assess the impact of the scheme and will also guide it to bring in changes in the modus operandi of the scheme, if necessary. AMS, Lucknow was selected as the Consultant to carry out the study within six months starting from September 2015
      • Process Evaluation - cum - Impact Assessment of Deep Bore Well Secha Karyakrama of Government of Odisha.
        • The study aims at comprehensive review of the design and scope of the Deep Bore Well Secha Karyakrama of Government of Odisha being implemented by the Water Resources department. Besides, the study also aims at stakeholders’ analysis including the roles and responsibilities of the stakeholders and understanding the inter-departmental coordination mechanism in place for successful implementation of the scheme. On impact assessment front, the study aims at examining the impact of the scheme in terms of increase in area under irrigation, increase in farm productivity, change in socio-economic condition of individual farmer beneficiary, sustainability of the change; and the impact on the physical environment in terms of impact on the water table. PPOMU’s roles and responsibilities include preparation of ToR and RFP, selection of consultants through competitive bidding process, and providing technical oversight on outputs and deliverables. C-TRAN Ltd. has been selected as the Consultant for the present assignment, who has submitted the draft report to the Finance department for feedback. The report is scheduled to be shared with a larger audience in August 2015. Major study findings, however, were shared with the Finance department on 09 June 2015.
      • Concurrent Monitoring of Mid Day Meal (MDM) scheme in Odisha.
        • The concurrent monitoring of MDM aims at highlighting the effectiveness of the scheme and quality of its implementation. The project intends to provide a framework for regular check and mid-course correction in each stage of implementation. The project will help the School & Mass Education department of Government of Odisha in reformulating its strategies and make necessary changes in the scheme for its effective implementation. PPOMU has been providing all technical support to the scheme implementing department including preparation of ToR and RFP, selection of consultants through competitive bidding process, and providing technical oversight on outputs and deliverables. CYSD, Bhubaneswar was selected as the Consultant for executing the assignment. After 10 months of the assignment the findings were shared in a state level workshop in Bhubaneswar on 25 June 2015.
      • Documentation of Government of Odisha’s response to Phailin.
        • Government of Odisha intended to document its response to cyclone, Phailin in terms of documenting pre-disaster preparedness and post-disaster response of different departments. PPOMU collected both pre- and post-disaster responses of the departments in form of office orders, instructions, circulars, etc. issued by them and prepared the documentation under the guidance of the Commissioner-cum-Secretary to Government, Women and Child Development Department, Government of Odisha. The document was reviewed by OSDMA for publication.
      • Documentation of flagship schemes of Odisha.
        • With a view to produce a ready-reckoner and presentable documentation on flagship schemes and programmes of Government of Odisha, PPOMU identified and documented 25 schemes of 12 implementing departments. The publication has been released by the Honourable Chief Minister.
      • Selection of IT Consultant for Conducting On-line Computer Based Test for Staff Selection Commission (SSC), Odisha.
        • The objective of the assignment was to engage an IT consultant through competitive bidding procedure who will undertake overall responsibilities of performing process cycle activities on behalf of Staff Selection Commission in conducting computer based on-line test during the recruitment of positions under Govt. of Odisha. PPOMU provided technical support to SSC in terms of preparation of scope of work, preparation of draft RFP, facilitating OSSC to conduct a pilot online test through TCS and coordinating with technical committee regarding finalization of draft RFP.
      • Technical Support for Selection of Project Management Consultant (PMC) for Rengali Irrigation Project (Phase –II) (JICA Funded) under Water        Resources Department.
        • The objective of the assignment was to advice and assists the Department of Water Resources of Govt of Odisha to support Project Management Unit (PMU) of Rengali Irrigation Project for successful implementation of the project. PPOMU as part of evaluation committee is providing technical advice in connection with selection of the Consultant.
      • Formulation of Outcome Budget 2014-15, 2015-16, 2016-17 and 2017-18.
        • PPOMU was involved in providing necessary assistance to 13 key departments of Government of Odisha for formulation of their Outcome Budgets for 2014-15 & 2015-16. Similarly, PPOMU has provided support to 26 key departments, for 2017-18 and 27 key departments, for 2017-18, for formulation of the Outcome Budgets , by providing inputs in terms of finding out gaps in the document and recommending rectification by the concerned departments.
